Transportation departments (bureaus and commissions), development and reform commissions, price bureaus of all provinces, autonomous regions and municipalities directly under the Central Government, Yangtze River Navigation Administration, Pearl River Navigation Administration of the Ministry of Transport, and maritime bureaus directly under the Ministry of Transport:
In order to implement the work deployment of the Central Economic Work Conference on further reducing logistics costs and the State Council on optimizing the port business environment, further clean up and standardize port operation service charges, and effectively enhance the sense of enterprises’ burden reduction, according to the Port Law of the People’s Republic of China, the Price Law of the People’s Republic of China, and the Central Pricing Catalogue, The Ministry of Transport, together with the National Development and Reform Commission, has revised the Measures for Port Charge and Billing, which are hereby printed and distributed to you for implementation.
